Followed By

Check if the user is followed by certain accounts

Icebreaker: Has Human

Check if the user has the Icebreaker Human credential

Moxie Fan Token

Check if the user holds a Moxie fan token

The minimum amount of fan tokens the user must hold.
Unless of the following rules are met, then reject the user from /hopecore.
