When of the following rules are met, then invite the user to /mech-kb.

Manually Approve

Manually approve member requests in Activity tab

User Follower Count

Check if the user's follower count is within a range

If you enter 10, the rule will trigger if the user has less than 10 followers.
If you enter 50, the rule will trigger if the user has more than 50 followers.
Unless of the following rules are met, then reject the user from /mech-kb.
