Verify if the user has a power badge, issued to users likely not to be spammers

Followed By

Check if the user is followed by certain accounts

Following

Check if the user follows certain accounts

Global Ranking by OpenRank

Require the user to have a sufficient global ranking.

Example: if you enter 100, this rule will check for users ranked 1 to 100. Rankings are based on engagement from trusted accounts.
Unless of the following rules are met, then reject the user from /truther.
